Estonia is taking an early step in addressing this issue by announcing what it describes as the world’s first digital identity framework for AI agents.
The initiative introduces AI-specific identification codes that allow autonomous systems to operate with clearly defined permissions. Rather than granting an AI assistant unrestricted access to personal accounts, business systems, or government services, organizations will be able to specify exactly what actions an agent is allowed to perform and under whose authority it operates.
AI agents differ from traditional software automation because they can interpret information, make decisions, and complete tasks with minimal human intervention. Major technology companies including OpenAI, Anthropic, Google, and Microsoft have already integrated agent-based capabilities into their AI platforms, enabling users to automate increasingly complex workflows.
According to the Estonian government, the new framework is designed to support a future where AI systems routinely perform digital tasks such as preparing reports, submitting declarations, interacting with information systems, and executing administrative processes. The goal is to ensure that every action taken by an AI agent can be traced to a responsible individual, company, or organization while maintaining clear boundaries around access rights and permissions.
The move reflects a growing industry concern that existing digital identity models were built for human users rather than autonomous software. Traditional mechanisms such as passwords, multi-factor authentication, and user accounts struggle to address scenarios where AI systems make decisions and execute actions continuously and at machine speed. As agent-based AI adoption accelerates, identity, authorization, and accountability are becoming critical infrastructure challenges.

The country has long been recognized as one of the world’s most digitally advanced governments, supported by its national electronic identity infrastructure and digital public services. Its digital-first approach has also enabled initiatives such as the e-Residency program, which allows entrepreneurs around the world to establish and operate businesses through Estonia’s digital ecosystem.
The introduction of AI identity codes offers an early glimpse into how governments and enterprises may eventually manage autonomous systems. As organizations move from AI assistants to AI agents capable of executing real-world business processes, the question will no longer be whether an AI can perform a task, but whether it can do so securely, transparently, and with clearly defined responsibility.
