Artificial intelligence, online infrastructure, and interconnected financial systems are reshaping the way organised crime operates across Europe. According to Europol’s latest report, criminal organisations have evolved into highly adaptive, technology-enabled enterprises that move quickly across borders while exploiting weaknesses in digital infrastructure, financial systems, and legitimate businesses.
The agency has identified 731 major criminal networks operating across the European Union, involving more than 400,000 members from 118 nationalities. While drug trafficking remains the largest criminal market, fraud, online fraud, cybercrime, and technology-enabled financial crime continue to grow rapidly. Europol warns that digital technologies, including AI, are increasing both the scale and sophistication of criminal operations.
One of the report’s strongest messages is that cybercrime is no longer a separate category of crime. Instead, digital infrastructure has become the foundation that supports almost every form of organised criminal activity. Criminal groups increasingly rely on encrypted communications, cloud services, online marketplaces, cryptocurrencies, and AI-powered automation to coordinate operations, evade detection, and scale their activities.
The report also highlights how organised crime increasingly blends into the legitimate economy. Around 85% of the EU’s most threatening criminal networks make use of legal business structures to facilitate money laundering, logistics, procurement, or other operational activities. Rather than operating entirely underground, many criminal organisations embed themselves within existing commercial ecosystems.
Europol argues that traditional law enforcement strategies focused on arresting individuals are becoming less effective on their own. Highly structured criminal organisations are designed to replace leaders and continue operating with minimal disruption. Instead, authorities are placing greater emphasis on dismantling the operational infrastructure that enables these networks to function, including their digital platforms, financial flows, logistics networks, and technological resources.
To strengthen Europe’s response, Europol recommends expanding cross-border cooperation, increasing investment in disrupting criminal digital infrastructure, improving intelligence sharing, protecting critical logistics hubs such as ports, and placing greater focus on tracing and recovering criminal assets. The report reflects a broader shift toward treating organised crime as a complex operational system rather than a collection of isolated offenders.
